You can start an instance from an instance store-backed AMI too though every components have to be pulled from Amazon S3 before it actually comes online but Amazon EBS-backed AMI doesn't request fully at one time, only the explicit element needed to boot the instance will have to be taken out from the snapshot so EBS backed instance is faster to launch. Amazon EBS volume instance starts within 1 minute because it's state is stored into Amazon EBS volume however its root device is possibly may be transiently slow while the remaining parts have to be pulled from the snapshot and loaded into the volume.
